Scales with users stats?

Some items have that text what does it mean?

Not sure of what item you are refering, but basically it means it scales with str and/or agi and/or int and/or AD. Some items have fixed amount of damage, some damage depends on other stuff (like cold ring of death that reflect damage), some have damaged that scales depending on hero's stats (most of items) and some have fixed damage + scaling damage.
